Therefore, in the remaining seven months of this year, Shanxi Province has decided to take a series of strong measures to strictly control the blind expansion of high energy consuming and high emission industries from the source, strictly control new energy consumption and pollutant emission, unswervingly curb overcapacity in some industries and vigorously promote energy conservation and emission reduction.

——For the construction projects whose total pollutant discharge indicators are not implemented, the environmental impact assessment documents will not be approved. The projects whose environmental impact assessment documents are not approved will not be allowed to start construction, the environmental protection facilities have not been completed, and the projects whose demolition, total replacement and elimination commitments are not implemented will not be put into trial production and will not pass the completion acceptance.

——For projects under construction in violation of regulations, relevant departments shall order them to stop construction, and financial institutions shall not issue loans. For projects built in violation of regulations, they shall be ordered to stop production, financial institutions shall not issue working capital loans, and relevant departments shall stop power and water supply. Price and power departments should reduce the power consumption indicators of "two high" enterprises and resolutely curb the expansion of "two high" industries.

In addition, the province will also strengthen the responsibility system, assessment and accountability. According to the task breakdown of this year's energy conservation and emission reduction targets, organize and complete the pre assessment of energy conservation and emission reduction targets of cities and enterprises in the eleventh five year plan by the end of July.
